Does SVG → PNG lose quality?

PNG is lossless - no detail is dropped. If the source SVG is already lossy, the PNG will keep exactly what's there (but won't recover what the source already lost).

AI (Illustrator) → SVG?

We read AI but lossy - Illustrator uses a proprietary PDF-based format. Simple files convert well; advanced (gradient mesh, AI effects) may drop elements.
